Question for Laredo fans re: Brent Cullaton

This may be a stupid question, but it's just something I've noticed the last couple of years.

Why is it that Brent Cullaton never starts a season up in one of the higher leagues(AHL for example)? The last 3 seasons, he's started the season with Laredo, and has such a good season in the CHL, that he then gets called up later in the season to the AHL. Why doesn't the team with whom he attends training camp, assuming he goes to training camp in the AHL or the ECHL, just keep him up? That'll save the time and effort of calling him up.

Cullaton wanted to remain in Laredo but knows he has the talent to play in the AHL or even the NHL someday. We don't send too many players down to the ECHL but when we did have the affiliation with the wildcats we would call up several of them. Roscoe wants the best for his players and does everything he can to help them move up. Cully's time had arrived and the Rampage wanted him. He may even end up with the Coyotes next season if he continues to do well.

Another Bucks player that should move up is Serge Dube. I believe we currently still have the AHL goalie with us along with Manny. In my opinion, Manny does a better job.
